Veterans Benefits for Eastern Shore Home Care
At Visiting Angels Eastern Shore, our mission includes aiding veterans in accessing the care they need. The Department of Veterans Affairs (VA) offers benefits to veterans that can cover home health care. Two programs are available that can assist veterans and spouses:
1. VA Aid and Attendance
2. VA Homemaker & Home Health Aide Care
Below we will review the specific requirements for each program. Our Visiting Angels® Eastern Shore MD team is available to assist you with questions.
To receive aid for home care, the person must have veteran status. They must also have a service-connected disability rated by the VA as 70% or more disabling, or 60% disabling with an additional rating of 40% or more for a separate condition. If the candidate has a non-service-connected disability of 70% or more, and is permanently disabled, they may also qualify. The veteran must exhibit a need for Assistance with Activities for Daily Living (ADLs), such as bathing, dressing, eating, toileting, or transferring, and be generally homebound. Disability, homebound status, and home health needs are assessed by the VA.
VA Aid & Attendance
The US Department of Veterans Affairs (VA) provides the VA Aid and Attendance program, which offers financial assistance to eligible veterans and their surviving spouses who require the aid and attendance of another person or who are housebound due to a disability or illness. This aid goes beyond pension benefits and can cover home care services. The aim is to aid veterans who need help with daily activities such as bathing, dressing, eating, or those who have limited mobility.
Aid & Attendance Program Eligibility Criteria:
- Military Service: The veteran must have served at least 90 consecutive days of active military service, with at least 1 day served during a period of wartime (not necessarily combat).
- Disability: The veteran must have a non-service-connected disability or medical condition that requires the aid and attendance of another person or leaves them housebound.
- Income: The veteran’s income must be below a certain threshold set by the VA.
- Assets: Assets belonging to the veteran must be below a certain threshold set by the VA. This limit does not include the veteran’s primary residence and personal belongings.
- Age and financial circumstances will affect the limit determined by the VA.

VA Homemaker & Home Health Aide Care
The VA Homemaker and Home Health Aide Care program is a service that offers help with activities of daily living (ADLs) provided by trained homemakers or home health aides, to allow veterans to receive care in their own homes rather than a medical facility.
Homemaker & Home Health Aid Eligibility Criteria:
- VET/Family must contact their PACT team or social worker at the VETS administration to receive a referral.
- Veterans only; this benefit does not include surviving spouses.
- Must need hands-on assistance for 3 Activities of Daily Living (ADLs), such as bathing, toileting, transferring, dressing, and eating.
